World leaders including President Barack Obama have devoted significant attention and political capital to advancing progress on nuclear nonproliferation, disarmament, and nuclear security. However, progress is often difficult to measure, in part because of differing perceptions of the threat posed by nuclear weapons and what constitutes the nuclear nonproliferation "mainstream."

On October 27, the Arms Control Association will present the findings of a new study, Assessing Progress on Nuclear Nonproliferation and Disarmament: 2009-2010 Report Card. This 65-page research report assesses the performance of 11 key states in 10 universally-recognized categories of nonproliferation, disarmament and nuclear security:

• nuclear testing;

• the production of fissile material for weapons;

• nuclear weapons alert levels;

• reducing nuclear forces;

• nuclear weapons use policy;

• nuclear-weapon-free zones;

• international safeguards;

• controls on nuclear weapons-related exports;

• measures to improve the security of nuclear material and facilities; and

• measures to prevent illicit nuclear trafficking and nuclear terrorism.

The report grades the states on an A through F scale and describes in detail the basis for each grade. The Report Card provides country-by-country assessments for China, France, Russia, the United Kingdom, the United States, India, Israel, Pakistan, North Korea, Iran, and Syria, and developments elsewhere.

ACA executive director Daryl Kimball and nonproliferation analyst Peter Crail will present and discuss the Report Card, and George Perkovich, vice-president for studies and director of the Nuclear Policy Program at the Carnegie Endowment for International Peace will comment on the report and its implications for policy makers. Copies of the report will be available at the event.
